Charles Schwab's Collin Martin says it will take a handful of weeks or months before investors get all the clarity they want, but there's signs volatility is cooling, particularly in treasuries. Still, Collin urges investors to anticipate higher than normal volatility in the near and mid-term. He later measures the "two-sided risk" that comes with investing at this time, especially if the Fed cuts rates.
